Decoding Dyslexia California
This guide exists because of Decoding Dyslexia California. Founded in 2013 by advocates including Lori DiPole and Megan Potente, DD California sponsored AB 1369, the first successful California dyslexia legislation in over a decade. Members served on the CDE dyslexia workgroup that developed statewide guidelines. They continued advocating for SB 114's screening mandate — a decade-long effort that made California the 40th state to implement universal screening.

The Law: AB 1369 & SB 114
California was the 40th state to mandate universal dyslexia screening. K–2 screening began in the 2025–2026 school year.
AB 1369 (2015) required the development of statewide dyslexia guidelines, and SB 114 (2023) established K–2 universal screening for reading difficulties including dyslexia risk. Together with SB 488 (2021) on teacher preparation and AB 1454 (signed October 9, 2025) on credentialing standards, California has built a comprehensive framework for dyslexia identification and support.

The Gap
California's dyslexia guidelines are advisory, not mandatory — compliance is not required. While SB 114 mandates K–2 screening, there is no state-level mandate defining specific assistive technology accommodations or tools for at-risk students.
California allocated $40 million for screening tools and teacher training, but technology accommodation standards remain unaddressed. 2024 NAEP: Only 29% of California 4th graders reading at or above Proficient; approximately 71% NOT reading proficiently.
This matters because IEPs require specific, named accommodations — not generic references to “assistive technology.” A teacher cannot write “use text-to-speech” in an IEP and satisfy the documentation requirements. For non-IDEA students identified through screening, there is no state-mandated specific document, making clear technology accommodation guidance even more critical.

Color overlays and tinted backgrounds have been shown to reduce these symptoms in controlled studies.
Tracking Loss
Difficulty following text sequentially across and down the page. Students lose their place, skip lines, re-read lines, or drift within paragraphs. This is distinct from eye-movement disorders and relates to visual-spatial processing demands during reading. Reading guides and line isolation tools directly address this deficit.

IEP Language Templates
California uses IEPs under IDEA for students eligible for special education with SLD/dyslexia. The state adds “phonological processing” to the SLD definition.
