Decoding Dyslexia Georgia

This guide exists because of Decoding Dyslexia Georgia. Founded approximately January 2014, DD Georgia — with key leader Missy Purcell (Education Chair) and fellow advocates — spent years pushing for comprehensive dyslexia legislation in the state. Their sustained grassroots effort helped pass SB 48 in 2019, Georgia's first comprehensive dyslexia law. DD Georgia continued advocating and helped pass HB 538 and SB 211 in 2023, mandating reading instruction monitoring, universal screeners, and teacher literacy training.

The Law: SB 48 and the Georgia Early Literacy Act

SB 48 created Georgia's first dyslexia screening mandate. Universal kindergarten screening began in the 2024–2025 school year.

Georgia's dyslexia framework is built on multiple legislative actions. Senate Bill 48 (2019) established "Dyslexia Identification and Supports" under Georgia Code §20-2-159.6. HB 538 (2023), the Georgia Early Literacy Act, strengthened literacy requirements statewide. SB 211 (2023) created the Georgia Council on Literacy. HB 307 (2025), the Georgia Early Literacy and Dyslexia Act, is currently pending. SB 48 also required the Georgia Department of Education to publish a Dyslexia Informational Handbook.

The Gap

Georgia mandates screening and instructional plans but does not specifically define or require assistive technology accommodations. The Dyslexia Informational Handbook focuses on instructional practices (structured multisensory approaches) without technology accommodation standards. Parental consent/opt-out may create identification gaps. Georgia's 4th grade NAEP scores had increased 50% from 2009 to 2019, but technology guidance remains absent.

IEP / Instructional Plan Language Templates
