The Law: HB 33 and Third Grade Reading Guarantee
HB 33 removed mandatory 3rd grade retention while strengthening dyslexia screening and intervention requirements across K–6.
Ohio's dyslexia framework is built on multiple legislative actions. HB 33 (2023 Budget Bill) enacted major revisions to dyslexia screening and the Third Grade Reading Guarantee. Ohio Revised Code §3323.25 established a dyslexia pilot project (2012, concluded 2014–2015). Ohio Revised Code §3313.608 defines the Third Grade Reading Guarantee. The Ohio Department of Education and Workforce has published a comprehensive Dyslexia Guidebook for districts.

The Gap
Ohio mandates screening, tiered intervention, and RIMP documentation, but does not specifically mandate assistive technology standards. The RIMP tracks reading progress and instructional supports, not technology access. 2024 NAEP: Only 32% of Ohio 4th graders reading proficiently (down 3%); 72% of 4th graders with disabilities scored Below Basic. RIMP / IEP Language Templates
Ohio's Reading Improvement and Monitoring Plans (RIMPs) are required for K–3 students scoring "not on track" and continue through the student's K–12 career. RIMPs and IEPs require the specific name, type, content, frequency, and duration of each intervention.
